How do I become a sponsor for the Child and Adult Care Food Program (CACFP)?

How can I register for training if I am not a CACFP participant?
CACFP training is available only for organizations that wish to apply to join the CACFP or for participating organizations. If you are not currently participating on the CACFP, contact the Administrative Assistant at 404-657-1779 to register for a training session.
Where can I find the projected reimbursement worksheets?
The Projected Reimbursement worksheets can be found under Nutrition >CACFP Forms > Day to Day Operations > FY2014 projected reimbursement
I own a child/adult care center. How do I apply to the CACFP?
An organization can apply two ways to become a CACFP participant: 1) Organizations can sign a direct agreement with Bright from the Start to operate the CACFP. A training class is required at which time an application package will be distributed. 2) Child or adult centers can participate under the sponsorship of an approved Administrative Sponsor. To obtain a list of approved sponsors, use the “Search for Nutrition Programs” on the Bright from the Start homepage. Choose the Program type, and then select Administrative Sponsor and click Search. A list of administrative Sponsors will populate. Sponsors will provide pre-approval training and application materials.
I am an in home family day care provider. How can I participate on the CACFP?
Day Care Home providers must participate under an approved Day Care Home Sponsor. To obtain a list of approved Day Care Home Sponsors, use the “Search for Food Program” on the Bright from the Start homepage. Choose the Program type, and then select Day Care Home Sponsor and click Search. A list of Day Care Home Sponsors will populate. Sponsors will provide pre-approval training and application materials.
How do I update my users for CNP 2000?
Complete the applicable section on the Financial and Electronic Enrollment/Change Form. To obtain the form go to the CACFP Forms page under Application Change form.
Is the Social Security # needed for TANF or Food Stamp Recipients on the IES form?
No, a Social Security number is not needed for any member of a household unit that received TANF or Food Stamp assistance. However, a valid program case number is needed on the statement. An EBT card number is not acceptable.
What is the definition of a household?
A household is all persons considered one economic unit. An economic unit is defined as a group of related or unrelated people who share housing and/or all significant income and expenses of its members. Generally, individuals residing in the same house are an economic unit. However, more than one economic unit may reside together in the same house. Separate economic units in the same house are characterized by prorating expenses and income not being shared between the economic units.
If you got approved to use your own form last year, do you have to be approved again this year?
No, if you received approval from Bright from the Start to use one of your own forms in place of a Bright from the Start form, you do not have to get approval every year to continue using the form. However, if you change the approved form, then you must resubmit the new form to Bright from the Start for approval. Also, if Bright from the Start form changes the original form, you may need to change your form accordingly and resubmit for approval. You should always keep your written documentation from Bright from the Start stating that you have been approved to use alternate forms.
If you voluntarily “terminate,” can you still be reviewed for the past 3 years paperwork?
Yes, federal regulations state that any and all records associated with the CACFP can be reviewed or audited for three years plus the current fiscal year EVEN if you leave the program.
If I don’t submit a claim for reimbursement one month because my center does not qualify for participation, do I still have to complete all of the CACFP forms or maintain CACFP records for that month?
We recommend that you always keep records pertaining to your food program even when you don’t claim for the month. At the beginning of the month, it may appear that you will not qualify, but that could change. Remember, you can qualify at any point in the month and still qualify for the whole month. It could even be the last day of the month!
What is considered sufficient documentation of donated foods?
Documentation to support a donation must clearly identify the donated items including quantity, date of the transaction, and contact information, i.e., name of person or store, address, phone #.
If we have a newborn infant and the mother is nursing, do we still include the child on the roster? Do we get reimbursed?
All enrolled children must be on the roster. A center cannot claim a meal for reimbursement if the parent is breastfeeding on the premises. If the parent brings the breast milk in a bottle for you to feed the infant, the meal is reimbursable. In all other cases the center must provide at least one component of the infant meal pattern in order to claim the meal for reimbursement.
If a 10 or 11 month old is not on formula, and the child is eating table food and drinking whole milk, can this child''s meal be claimed for reimbursement?
Federal regulations state that an institution cannot be reimbursed for any infant meal that includes whole milk unless the child has a doctor’s note stating that there is a medical reason for the infant to drink whole milk instead of formula or breast milk.
If I have an “At Risk After School Snack program” can I claim during the summer months? How about during Spring break?
The At-Risk program can operate during the “regular” operating year for the school district in which the at-risk program is located. This means you cannot claim during the summer months unless your school district operates a “year round” schedule. You can, however, claim during school breaks that occur during the regular operating year for the school system, i.e., fall or spring break.
Is Soymilk a creditable food item?
Soymilk may be used only as a substitute because of medical or other special dietary needs. The use of soymilk for medical reasons must be supported by a statement from a recognized medical authority that includes recommended alternate foods.
There is a lot of milk being served at my center that goes to waste. How can I cut down on the waste?
Milk must be served at all breakfast, lunch, and supper meals for child care centers. However, if the children are not drinking it, and it is going to waste, you should try creative ways to get them to drink the milk. Children may need to be served a new food several times before they are willing to try it. Any flavor of milk is creditable, and sometimes serving flavored milk (chocolate, strawberry, etc.) encourages the child to try the milk and then to continue to drink it.
How are milk purchases calculated?
Use the milk calculation sheet available on the Handbooks/Instructions webpage under CACFP Participant Information on the Bright from the Start website to calculate how much milk you should be purchasing. When a consultant calculates how much milk you should have purchased for the month, he/she will look at how many meals were actually served with milk and determine how many ounces should have been purchased to provide the appropriate quantity for the age groups and number of meals served. You must have receipts documenting that the required amount was purchased for the month.
How can I get another ‘And Justice for All’ poster?
The poster can be downloaded from the Posters and Flyers webpage under the CACFP Participant Information.
If CACFP reimbursement does not cover the program’s food cost, does Bright From The Start pay an additional amount?
No additional funding is available if costs exceed reimbursement. Keep in mind that the CACFP is intended to enhance your program operations, not replace them.
If money is left over from the CACFP reimbursement, does the center have to return it to Bright from the Start?
No, funds do not have to be returned to Bright from the Start; however, the funds MUST be used to further enhance the non-profit food service operation. Remember that there are many allowable costs that you can spend the money on, such as new plates, pots and pans, new utensils etc.
How do I make updates?
Make all updates online in CNP. Email Bright From The Start once updates have been made.
How can I get new sites up and running?
Send an email that includes the name(s) of the site(s) that you would like to add or delete. Fax in a complete Add-A-Site Packet to 404-651-7430. Allow Bright From The Start five business days to process new sites. Please refer to section F of Application Instructions on our website. When faxing Add-A-Site paperwork only fax the necessary items from the application checklist and a fax cover sheet. This will help to reduce duplication.
I’ve added new sites and/or added new staff how do I get my budget re-approved?
Once your organization has added a revision of your budget, please notify Bright From The Start so it can be reviewed. Please make sure that you update your management plan with the new staff.
What do I do when site meal times change on certain days or when sites go on fieldtrips?
· Site meal times can change for various reasons. If the meal times change on the same days, send an email notice with an explanation, to Bright From The Start so that it will be documented on you organization’s application. · Submit a fieldtrip form that includes each new listing of field trips for each site. The field trip form can be found under SFSP Additional forms on our website.
What do I do if I’m a Private Non-Profit organization with a site that averages a daily attendance over 300?
Private Non-Profits are limited to an ADA of 300 per site. If your site(s) have more than 300 ADA, please contact Bright From The Start for waiver information.
What do I do when my computer is down or I’m having systems errors?
If there is no possible way that you can make updates online or send an email of requests, fax the SFSP information to 404-651-7430, attention SFSP Admin. Assistant.
Where can I find the reimbursement rates for the SFSP season?
The SFSP seasonal rates are located on the USDA website.

How do I become a sponsor for the USDA Summer Food Service Program (SFSP)?

Who is eligible to participate?
Child care centers that participate in the Child and Adult Care Food Program (CACFP) and are located within the following counties are eligible: Baker, Ben Hill, Berrien, Calhoun, Coffee, Colquitt, Cook, Crisp, Dooly, Dougherty, Early, Irwin, Lee, Miller, Mitchell, Muscogee, Sumter, Terrell, Tift, Turner, and Worth. Sites must be designated as a “child care center” and either licensed by the state of Georgia, or approved by the federal government (i.e. Head Start, Department of Defense). Pre-K programs that are not designated as child care centers are not eligible at this time.
What is the project duration?
Mini-grant funding will last from July 1, 2010-June 30, 2011. Centers are encouraged to use mini-grant funding to lay the foundation for an on-going wellness policy that lasts beyond the project end date.
How will mini-grant funds be distributed?
Bright from the Start will reimburse the child care center after receiving all necessary documentation. Reimbursement will be made on a monthly basis. Total reimbursement for the grant cycle shall not exceed $2000.00 (this amount does not include for reimbursement for travel to the four quarterly trainings. Grant funding is available for activities during the grant cycle: July 1, 2010-June 30, 2011.
What items are reimbursable with mini-grant funds?
Funding should be used to purchase items that support your program’s objectives. Some examples include purchasing food to be used for a special educational classroom activity (like a taste test), a limited number of portable items to promote physical activity (hula hoops, jump ropes), posters, pamphlets, audiovisuals and supplies for classroom gardening projects (non-bulk purchases of seeds, potting soil, starter pots). Some examples of items that are not allowable include foodservice equipment, playground equipment, or medical equipment. See Appendix A of the RFA (page 26) for additional guidance.
Are sales tax and/or shipping reimbursable under the mini-grant?
Yes, if the item is an allowable purchase, the total cost of receiving the item is reimbursable.
My center already has some of the proposed wellness policies in place. Will this affect the scoring of my application?
Your application will be scored based upon your project and budget narratives, and the completeness of all required forms and documents . The Self Assessment will help you identify which policies are not currently supported at your center. Your application should include at least 6 policies that are not currently supported by all required practices. Keep in mind that your center may currently be supporting some, but not all required practices for a particular policy.
I oversee and/or sponsor multiple centers; can I apply for grant-funding for all of them?
Yes, however, an application must be submitted for each individual center. It is expected that each application is different and specific to each individual site. Center sponsors (legal representative of affiliated sites) are required to sign the application for their site, but an individual involved with the day-to-day duties of the center should be designated as the project contact.
My child care center also provides after-school care for older children. Can they be included in wellness activities?
The target population for this project is children age 0-5 years. All planned activities should be geared toward this age group. If older children are present, they may participate in activities. You may not plan grant-funded activities that are solely intended for children older than 5 years old.
Can I fax or email my application?
No, faxed or emailed applications will not be accepted. Applications must be sent via mail and must be received by 5:00pm on Fri, May 14th. Please mail applications to:
