Annual Report
The national Office of Head Start has developed specific performance measures that will be used to help measure the impact of Georgia Head Start programs on the children and families served in local communities across Georgia. These performance measures are:
A. Promote the economic independence and social well-being of individuals and families
- Promote children's relationships with parents through the implementation of two generational programs within Head Start programs.
- Promote medical coverage for Head Start children through medical home model and dental screenings.
- Create opportunities for
TANF
clients in OHS to volunteer and still meet their work requirement obligations.
- Increase the amount of non-Federal dollars mobilized to support Head Start programs.
- Increase educational and training opportunities for Head Start staff and families.
B. Protect the safety and foster the well-being of children and youth
- Increase the involvement of parents in identifying behavioral problems in pre-school children.
- Increase the percentage of programs that achieve average Fall to Spring gains of at least 12 months in word knowledge (Peabody Picture Vocabulary Test).
- Increase percentage of programs that achieve average Fall to Spring gains of at least 4 counting items.
- Increase the percentage of programs in which children make prescribed gains on a measure of social skills between the Fall and Spring of their pre-Kindergarten Head Start year.
- Increase the percentage of programs in which children on average can identify 10 or more letters of the alphabet as measured in the Spring.
- Increase the percentage of children completing the Head Start program rated by parent as being in excellent or very good health.
- Increase to 65% the percentage of Head Start classroom teachers with an AA, BA, advanced degree or a degree in a field related to early education.
- Increase the number of professionals who collaborate to serve children with disabilities through Early Head Start, Child Care, and Part C of the Individuals with Disabilities Education Act.
- Increase the percentage or programs that make math initiatives part of their childhood development goals.
- Support state Head Start collaboration office through holding an annual meeting to impart the program's priorities and share best practices.
C. Encourage the development of strong, healthy and supportive communities.
- Promote the Healthy Marriage Initiative (HMI) among Head Start programs.
- Provide Promising Practices information to Head Start communities to support replication of successfol models.
- Provide models for health care literacy among parents in Head Start programs to lower health care costs and absenteeism.
- Develop infant toddler initiative to promote education training around 0-3 early childhood programs.
D. Address the needs, strengths and abilities of vulnerable agencies.
- Reduce the percentage of Head Start grantees that receive deficiencies in their PRISM report by 15%.
- Reduce the percentage of fiscal findings in PRISM reports by 20%.
- Reduce the number of governance findings in PRISM reports by 15%.
- Develop an accountability tool for
T&TA;
providers that will improve management and federal oversight.
Additional Management Performance Requirements:
Demonstrate the integration of research into the practices of Head Start grantees.
Increase and expand the utilization of electronic communication by providing research,
T&TA;, workgroups and OHS communication through the ECLKC. Increase by 200% the number of visits to ECLKC site. Utilize results to inform management decision making.
Develop MIS for program specialist that maintains accurate and timely information on grantees.
Improve workflow processes by integrating federal and
T&TA;
processes into business process model.
Program Results Stretch Goals:
- Increase the number of grantees with initial foll compliance reviews by 75% over 2006.
Management Results Stretch Goals:
- Demonstrate the performance and effectiveness of the national monitoring system by having less than 5% of PRISM findings challenged or appealed.
Foster collaboration beyond
ACF
by initiating demonstration projects with Pre-K in 3 or more States.
Reduce the number of governance and fiscal findings of grantees by 33%.
Executive Leadership Results Stretch Goals:
- Establish childhood obesity prevention model "I am Moving I am Learning" in 70% of Head Start regions.
