The National Institute for Literacy (NIFL) is a federal entity administered by the secretaries of Education, Labor, and Health and Human Services with a
10-member advisory board appointed by the President and confirmed by the Senate. NIFL’s activities are authorized under the Adult Education and Family
Literacy Act (AEFLA) in the Workforce Investment Act and the No Child Left Behind Act of 2001 (NCLB). The Institute provides national leadership regarding
literacy, coordinates literacy services and policy, and serves as a national resource for adult education and literacy programs. The Institute also
disseminates information on scientifically based reading research pertaining to children, youth, and adults as well as information about development and
